Southern Indiana Storm Water Advisory Committee Hosts Meeting - Feb 8th
The Southern Indiana Storm Water Advisory Committee (SISWAC) will be presenting a meeting with local community leaders and Reggie Korthals, MS4 Program Coordinator from the Indiana Department of Environmental Management (IDEM). The focus on this meeting will be to familiarize newly elected officials and board members with Rule 13: Municipal Separate Storm Sewer System (MS4) rules and regulations and to show the individuals who may already be familiar with this program in which direction it is headed.
The program should last approximately one hour with a question and answer session immediately following it. Following this meeting the SISWAC will hold its scheduled quarterly meeting. Guests are encouraged to attend as these meetings are open to the public. Please RSVP the total number of expected attendees. Refreshments will be available. Floyd County Stormwater Awareness Week!
The week of June 18 thru June 24 2011 has be proclaimed Stormwater Awareness Week by the Floyd County Commissioners. This proclamation is to help educate the public on storm water and give opportunities to the public to help clean up our creeks and streams by hosting activities that they can participate in. Floyd County Stormwater Department would like to announce that the Quality Management Permit Application is Now Online.
If you or your company is participating in land disturbing activities that involve more than one (1) acre then you need to apply for an Quality Management Permit. Applications that were located in the Plan Commission are now found on this site under County Offices / Stormwater. They can also be picked up in person in the Auditor’s Office Room 119 in the City-County Building. If you are unsure if you need to apply, please call the Floyd County Soil and Water Office (812) 945-9936 and ask for Mr. Kevin Feder.

Department Origins:
Floyd County is required, by the 1987 Clean Water Act, to obtain a permit through IDEM (Indiana Department of Environmental Management) to enter into a MS4 (Municipal Separate Storm Sewer System) program that follows EPA’s Phase II of the NPDES standards for clean water. The permit requires Floyd County to develop a stormwater management plan and to implement best management practices (stormwater pollution prevention measures). This unfunded mandate has 6 (six) minimum control measures that must be incorporated into our management plan. Ordinances were written to include these standards and created a Stormwater Board that became the executors of these regulations. Department Funding:
Starting on 2007 the County could no longer take funds from the General and Edit funds to supplement these measures, so a user fee was needed. It was introduced as: residential parcel to receive a flat rate of 3.25 per month and all non-residential parcels would be based on impervious surface per parcel. The national average of 2,500 sq ft of impervious to equal 1 ERU (Equivalent Residential Unit) was used to calculate the fee. After careful consideration the Stormwater Board felt that it needed more public input and formed a Citizens Advisory Committee (CAC). They wanted to get recommendations from this group before they implemented any impervious fee structure so they went to a temporary flat rate for every parcel. After two years of a flat rate it was time to move the fee to a fair and equitable means of charging a fee. With input from the CAC, the Board, changed the impervious surface average to 3,700 sq ft and put in a low impact parcel credit and abated the total fee for 3 years. Plus, they created a credits policy that gives customers the opportunity to receive credit for being good stewards of the program. Public Outreach and Projects:
One of the six control measure is public outreach. From time to time the Stormwater Department with the help for Floyd County Soil and Water will have special announcements and public education opportunities that speak of how you, the customer, can help. This will also be the place for news on stormwater projects. Ongoing and new projects will be updated on this site when any information warrants. Stormwater doesn’t just effect grownups, but kids are also impacted by poor water quality. From not being able to swim in a local watering hole or not being allowed to go fishing because poor conditions.
